The death penalty was officially abolished in the largely Catholic country in 2006, but Mr Duterte said that ‘if God doesn’t exist’, capital punishment is the only way to ensure justice for the victims of terrible crimes.

If God doesn't exist, then what's the moral standard for justice in the first place? It's clear Duterte is using a common argument, which basically equate to "why does God allow bad things happen to good people?" gotquestions.org. Except the Bible (God) says there aren't any good people...so the real question is why does He allow good things happen to any of us?
